Cremember Validation: Crewmember Level

User states receiving validation error "Crewmember Level must be greater than 2 characters." Happening on multiple runs across all machines.

Remoted machine to verify error. Discovered crewmember who had no Cert Level listed. Updated crew to other non healthcare professional. Synched client and verified that validation error cleared.
